Common Market Group to Propose Limited Agreement, Not Association, for Israel

A study of relations between the European Economic Community and Israel, prepared by a working party of the six member countries, which favors a relationship short of the full associate status Israel seeks, will be on the agenda of the EEC Council of Ministers at its meeting here on December 11-12. The Council is the policy making body of the EEC.

The executive commission of the EEC was understood to favor associate status for Israel in place of the present limited agreement. Most members of the working party favored a somewhat more restricted arrangement which would still provide substantial new trade benefits to Israel. Overshadowing such differences, observers said, was the unpredictability of the French stand on the matter when the December meeting convenes.
