Jonathan Bingham, New York Democrat, to exempt Jews and others desiring exemption from mandatory Saturday work on federal jobs to work another day instead. Orthodox Jews, especially, were concerned because they found it difficult to obtain postal and other jobs requiring availability on Saturday.
