Countries seeking to join the European Union and NATO must compensate Nazi victims, a U.S. official said. The United States will urge countries seeking membership in the groups to acknowledge their roles in the Holocaust and provide restitution for survivors and their heirs, Nicholas Burns, a U.S. undersecretary of state, told the Claims Conference, according to a spokeswoman for the group. Burns was invited to address the group on Wednesday at its annual board meeting in New York, since U.S. governmental assistance has been critical in obtaining restitution from European countries.
