David D. Doniger, a founder of the Zionist Organization of America and one of its first secretaries, died here yesterday at the age of 74, Mr. Doniger was also a member of the Federation of Jewish Philanthropies, ### Youth Aliyah, the United Jewish Appeal and other organizations. Born in England, he came to this country at the age of 13.
