Dick Cheney said Yasser Arafat must take steps this week to halt terror if he expects to meet with the vice president. And Israeli Prime Minister Ariel Sharon said Tuesday that if a cease-fire is in place, Arafat will be able to travel to Beirut at the end of the month for an Arab League summit — though he may not be able to return if he uses the summit to incite hatred against Israel.
