Dr. Eugene M. Kulischer, demographer of the Library of Congress and a leading population expert, died here yesterday, at the age of 74. He is credited with have originated the phrase “displaced person,” which became the official designation of millions of persons driven from their homes by war and Fasco persecution.
Born in Kiev, where he received his education, Dr. Kulischer left Russia in 1920 after a career that included business, law, government service and university teaching. He taught law in Berlin until the Nazis took over Germany when he left for Paris. He came to the United States in 1941.
