Dr. I. M. Rubinow Will Become Executive Director of the Z.O.A. and U.p.a.

Dr. Isaac Max Rubinow, statistician, authority on social insurance and prominent Jewish social worker, confirmed today to a representative of the Jewish Daily Bulletin a report that he has accepted the offer of the Administrative Committee of the Zionist Organization of America to become the Executive Director of the Z. O. A. and the United Palestine Appeal.

Dr. Rubinew is now the Executive Director of the Jewish Welfare Society, one of the leading constituent bodies of the Federation of Jewish Charities here. It is not known when the Jewish Welfare Society will release Dr. Rubinow from his duties to enter into his new work in New York, but it is expected that arrangements will soon be completed.

It was learned here that the negotiations with Dr. Rubinow were conducted by a committee of five members of the Administrative Committee, since the close of the Zionist convention in Pittsburgh. No such office previously existed in the Zionist Organization of America and it was the feeling of some of the members of the Administrative Committee that in order to remove the ground for any further controversy, such as has arisen recently within the organization, it is necessary to secure the service of an Executive Director whose administrative abilities are universally recognized, to concentrate in his hands the conduct of the business affairs of the Zionist Organization of America. Dr. Rubinow was slated for the post in view of his extensive experience as an administrator and as a student of social problems in many fields.

At the headquarters of the Zionist Organization of America in New York, no verification of the report could be obtained, but it was declared that an announcement concerning this matter will be forthcoming next week.

Dr. Isaac Max Rubinow was born April 19, 1875 in Grodno, Russian Poland, was graduated from the Medical College of the New York University. In addition to his M.D. he received his Ph.D. degree from Columbia University in 1914.

During the period 1919-1922. Dr. Rubinow served as director of the American Zionist Medical Unit in Jerusalem. From 1904 to 1907, Dr. Rubinow served as economist expert of the Bureau of Statistics of the United States Department of Agriculture and the following year as a member of the Bureau of Statistics of the United States Department of Commerce and Labor. He was director of the Bureau of Social Statistics of the Department of Public Charities in New York City in 1917.

In 1926 Dr. Rubinow was elected president of the Pennsylvania State Conference of Social Welfare. Since 1925 he has been editor of the Jewish Social Service Quarterly.

The Russian Minister of Finance conferred upon Dr. Rubinow in 1907 a medal for distinguished services to commerce and agriculture. He is the author of works on social insurance, marketing, sociologic, economic, financial and political topics.
