Dr. Philip L. Seman, Jewish educator and social worker, died here this week-end at the age of 76. He served for 35 years as general director of the Jewish Community Centers of Chicago, was a founder and executive director of the now defunct Brooklyn Federation of Charities, and was a founder of Hillel Foundation.
