Drastic Penalties for “stealing” Way over Border

Drastic punishment will be meted out to those “stealing” their way across the Roumanian border, according to the regulations issued by General Popowitch, the Bessarabian military commander. The offense, it is announced, will be treated not only as a violation of the passport regulations, but “in view of their real intent in crossing the border being unknown to the government”, those ” stealing their way” will be considered as working in consort with the revolutionary elements seeking to overthrow the government.
