Secretary of State Dulles’ “wait and see” attitude toward Israel’s plea for American arms to offset the flow of Communist munitions to Egypt also applies to the request by Israel for an immediate American security guarantee.

State Department sources revealed this weekend that Mr. Dulles is not prepared to depart from the formula enunciated in August requiring Arab agreement on Israel’s territorial boundaries. It is feared by the Department that the “premature” extension of such measures to Israel would jeopardize American efforts to woo Egypt away from the Soviet bloc.
