Dutch Foreign Minister Dr. Joseph Luns, returning Sunday from official visits to Beirut, Damascus, Amman and Cairo, stated he was “very pessimistic over the situation in the Middle East.” Dr. Luns, who said he had not acted as a mediator during his visits, commented that the Mideast conflict was much worse than two years ago, and that implementation of the 1967 United Nations cease-fire was essential to peace.
