Foreign Minister Abba Eban, of Israel arrived here today for a brief stopover en route to the United States and Canada. He leaves tomorrow. An Israel Embassy spokesman told the JTA that Mr. Eban was not scheduled to meet with any British political figures. His visit is purely private, the spokesman said. Mr. Eban’s parents live in London.
