Emanuel G. Scoblionko, Pennsylvania attorney, was elected president of the World Council of Synagogues at its fifth international convention here today. Mr. Scoblionko succeeds Charles Rosengarten of Waterbury, Conn., who served as president of the global organization since its inception in 1957.
