Emergency relief and reconstruction work today passed from the Palestine Zionist Executive to the triumvirate of J. K. Hexter. Col. Frederick Kisch and Pinchas Rutenberg, announced Rabbi Mayer Berlin, in reporting that $450,000 had already been spent, including $110,000 in loans, direct aid to sufferers, refugees the wounded, widows and orphans. Not a penny has been spent on the Zionist budget or anything connected with the regular work of the Palestine Zionist Executive. Government compensation and the amount recoverable from collective punishments is insufficient and the Palestine emergency fund will be obliged to supplement more than was expected.
