The government has issued its new regulations regarding the rights of minorities. The regulations provide that every citizen, without regard to race, religion or language is entitled to all political rights. The right of all to employ their “mother tongue” in private or public affairs is guaranteed and the privilege of instruction in public schools in the “mother tongue” of the various nationalities is to be granted when as many as forty children of a school petition for such instruction.
The regulations omit, however, one of the cardinal points in the minority nationalities” rights for equality. The numerus clausus question is not dealt with and the right of the minorities, particularly the Jewish minority, to unrestricted admission to the universities is thereby tacitly denied.
