European nations received poor marks on monitoring racist events in the European Union’s annual report on discrimination. The European Union Monitoring Center on Racism and Xenophobia in Vienna said Tuesday that most of the E.U.’s 25 member countries did little to report, record or monitor discrimination and racist incidents.
