European Union foreign ministers met Monday to discuss a Middle East peace proposal put forward by Germany. The plan calls for an Israeli-Palestinian cease-fire, an Israeli troop withdrawal from the West Bank and Gaza Strip, dismantlement of Jewish settlements, declaration of a Palestinian state and stationing of international peacekeepers in a buffer zone.
