European Union heads are holding talks with leaders from Israel and Arab states at a meeting in The Hague. Set against the background of the biennial conference of the Euromed partnership, which brings together E.U. representatives and the foreign ministers of Middle Eastern and North African states, the meeting also is expected to discuss recent developments in the Middle East conflict following the death of Palestinian Authority President Yasser Arafat.
