It was learned today that Lord Winterton, acting as chairman of the Intergovernmental Refugee Committee, has notified participating governments that the “involuntary emigrants” from the ceded Sudeten districts of Czechoslovakia come within the scope of the committee’s refugee bureau. R.J. Stopford, whose designation as British rapporteur on the Czechoslovak refugee situation was announced in the House of Commons yesterday by Prime Minister Neville Chamberlain, will report directly to Lord Winterton. Mr. Stopford was a member of the lord reinsman mission to Czechoslovakia.
