The Federal Communications Commission yesterday reversed a previous “tentative” decision to grant an FM radio channel to the New York Daily News, but announced that its decision had not been affected by charges made by the American Jewish Congress that the paper showed racial bias in its news reporting.
The decision was based on an FCC policy that the public interest is better served by preferring non-newspaper applicants to newspaper applicants since this promotes greater diversity in the ownership of the channels of mass communication and the dissemination of news and information. Commissioner Clifford J. Durr, however, in a dissenting opinion said he thought the A.J.C. testimony “was entitled to weight and should have been considered adversely to the News Syndicate Company, Inc., in a competitive hearing of this kind.”
