With more than 700 delegates in attendance, representing 350 Conservative congregations, the National Federation of Men’s Clubs opened here tonight its 36th annual convention. S. David Rosenzweig, president of the Federation, accused West Germany in his address of making a “travesty of justice” by meting out light sentences to Nazi war criminals. The parley will last four days.
