A minimum “fine” of 20,500 marks must be paid by every Jew leaving Germany, in addition to passage fees, according to the report of a refugee who reached Shanghai, quoted by the London Daily Telegraph. Jews are also forced to pay 40 per cent income tax to the Nazi Party, the refugee said.
