I believe that the situation in Palestine is not satisfactory, but undoubtedly a change will take place. Palestine is a Moslem country, for this it must have an Arab government. I see that you are an educated people and that there is no difference between you and the English people. It is necessary for you to have an Office in London as the Egyptians have. I hope I shall succeed in arranging such a bureau for you in London.”
