Assurances of Japanese friendship for the Jews were voiced today by General Higuchi, commander-in-chief of the Japanese Manchukuo forces, before the first conference of the Jewish communities of Japan, North China and Manchukuo.

General Higuchi said the Japanese had no feelings of race hatred, were the friends of the Jewish people and were ready to cooperate with Jews socially and commercially. He expressed satisfaction at the conference’s resolution of loyalty to Japan, declaring:

“While Manchukuo is basically founded on the cooperation of five peoples — Japanese, Chinese, Mongols, Koreans and Russians — it will in the future gladly support loyal Jewish people, enabling Jews to live in peace and to establish peaceful homes here.”

The conference was attended by delegates from Tientsin, Kobe, Dairen, Osaka, Mukden and other cities. It was presided over by Dr. A. Kaufman, president of the Harbin Jewish Community. A council was elected to represent the communities in Japan, Manchukuo and North China.
