The West German Government today published the regulations affecting the placement of orders for German goods under the reparations agreement with Israel. The long-awaited regulations which will implement the reparations pact were worked out during weeks of negotiation between German governmental agencies and the Israel purchasing mission, under the auspices of a mixed Israel-German commission.
Under the regulations, contained in a foreign trade circular, the Israel purchasing mission will deal with German suppliers as would any other customers. Before an order goes into effect, however, it must be approved by the “Federal Bureau for Trade” in Frankfurt. This agency checks whether the terms and prices are in conformity with prevailing market conditions, whether the merchandise falls within agreed upon schedules, and other technical details.
