Three West German judges arrived here yesterday to discuss with officials evidence on the massacre of Jews in 1943, near Lake Locarno, for which five former SS men will go on trial in January in Osnabruck, Germany. The judges will confer with Dr. Bianchi Espinosa, the Milan High Court president, who is in charge of the investigation of the killings. Two of the defendants have been in custody since 1964. They are Hans Krueger, former captain of a Hitler bodyguard, and his aide, Friedrich Rohwer. The three others, whose names were not disclosed, are currently free.
