Germany’s foreign minister has drafted a Middle East peace plan. The plan calls for an Israeli- Palestinian cease-fire, followed by an Israeli troop withdrawal, the early declaration of a Palestinian state and an end to Israeli settlements in the West Bank and Gaza Strip.
