Harold Stassen, Republican Party leader and president of the University of Pennsylvania, is expected to confer tomorrow with Israel Premier David Ben Gurion and Finance Minister Eliezer Kaplan. Mr. Stassen, who arrived here yesterday to attend the Christmas mass services at Bethlehem, left here this morning for Tel Aviv.
