The International Civil Aviation Organization (ICAO) has informed the Israeli government that it wishes to send a “fact-finding” team to Israel, Libya and Egypt to investigate the Feb. 21 Libyan airliner disaster. The ICAO move followed a decision by the organization’s executive in Montreal last week calling for an investigation. Israel has replied in accordance with a Cabinet decision to render every assistance to the team, officials said here today.
