In a shift of stance, a U.S. official said the Palestinian Authority must do more to combat terrorism before Israel is required to carry out any further West Bank redeployments under the terms of the Wye agreement. Confirming Israeli media reports of the shift, the spokesman for the U.S. Embassy in Tel Aviv, Larry Schwartz, said Monday, “If you read the Wye agreement, you see that the handover of territory is the last step, and that other conditions have to be met first by the Palestinians.” For the past few months, the United States has been directing most of the blame toward Israel for the breakdown in the Wye process.
