In the final days before the U.S. presidential elections, Israel hopes to secure a commitment from President Clinton to upgrade bilateral relations to the level of “strategic ally,” the Israeli daily Ha’aretz reported. The paper said Prime Minister Ehud Barak raised the matter in a phone conversation with Clinton. The report also said talks between the two sides on upgrading ties froze two months ago after the Americans proposed a lower level than Israel sought.
