Creation of an international civil service system in Palestine and other mandated territories was proposed today by Lord Strabolgi, Lieutenant Commander Joseph M. Kenworthy, addressing a conference of the League of Nations Union.
He declared that it would afford an opportunity to middle class youths of nations without colonies to follow careers in territories under League of Nations mandates.
