The Iraqi Government has announced a program to put the nation on a virtual war footing with the announced intention of resuming the war against Israel, according to reports received here. Prime Minister Lt. Gen. Taher Yahia said in a broadcast from Baghdad that the army was receiving the latest weapons “to resume the battle of honor.” Command and technical standards would be raised for the approaching “second round,” according to the report.
