Israel abstained yesterday in the balloting on an article dealing with freedom from arbitrary arrest that will ultimately become part of the draft covenant on civil and political rights which is being discussed in the General Assembly’s Social, Humanitarian and Cultural Committee.
Two amendments introduced by Israel which would have given an arrested person certain broad rights that could not be denied by the arresting officer failed of adoption.
