Israel complained to the United Nations that Syria is violating a 1974 cease- fire agreement by building fortifications near the Golan Heights. The construction includes some 30 miles of embankments leading from the heart of Syria to the Golan, Israel’s Channel Two Television reported, adding that Syrian officials maintained that the construction was solely for agricultural purposes.
