A delegation of Israeli citrus growers is scheduled to depart today for the Soviet Union to negotiate an exchange of Israeli citrus products for Soviet oil and other goods. Included among the Israeli negotiators is I. Rassin, an oil expert. The samples of oil which the Russians shipped to Haifa for test distillation proved to be satisfactory and the Israelis are interested in obtaining quantities of oil through barter agreements.
