Ranking members off the State Department, the diplomatic corps, the Supreme Court, the Senate and the House of Representatives, and many other prominent Americans tonight attended a gala farewell party at the Israel Embassy here, in honor of Israel’s Minister Plenipotentiary, Yaakov Herzog. Mr. Herzog, who has been in his present post since 1957, is leaving for Canada, where he will be Israel’s Ambassador at Ottawa.
