A draft bill designed to regulate the participation of Israeli citizens or residents in fund-raising campaigns conducted in Israel or abroad, has been returned for the consideration of the full Cabinet by a special Ministerial committee which has been working on it. The committee’s action was forced by objections to the bill of one of the Ministers on the committee. The measure provides:
1. Any Israeli citizen or resident who participates in a collection campaign abroad must inform the Israeli Consul in that country about plans for the drive, what income it is expected to net, etc.
2. In the event that an Israeli citizen or resident is to head such a campaign, he must first obtain a special permit from the Israel Government.
3. The draft bill carries a schedule of penalties in the event that the monies raised are put to any purpose other than those stated in the campaign publicity.
The measure, which has the approval of the major parties in the government coalition, has run into opposition from the smaller parties, particularly the religious parties which fear the bill may adversely affect their drives.
