Israel may withdraw troops from Lebanon before a July deadline with or without an accompanying peace agreement with Syria, said a Cabinet member close to Prime Minister Ehud Barak. Speaking hours after Israel launched a series of airstrikes in Lebanon, Haim Ramon added that talks with Syria would not resume as long as Hezbollah continues to attack Israeli targets. For its part, Syria said the Israeli strikes were aimed at killing the already stalled Israeli- Syrian negotiations.
