Israel is willing to accept a United Nations ‘humanitarian’ emissary to investigate the conditions of Arabs living in the Israeli-held areas, in accordance with Security Council resolutions, provided the emissary’s mandate also covers a similar investigation of the situation of the Jews in Arab countries. Secretary-General U Thant was informed this weekend. The Israeli view was contained in a letter from Ambassador Yosef Tekoah to Mr. Thant.
