Israel said it would formally complain to the U.N. Security Council after a former Iranian president called on the Muslim world to develop nuclear weapons to annihilate Israel. In a letter to members of the Security Council, Foreign Minister Shimon Peres said Ali Hashem Rafsanjani’s comments are a “threat to genocide.”
