The Israeli note is understood to have pointed out that the Soviet Government bore direct responsibility, although contracts for the Some products had been signed with Soviet trade companies. The note is believed to pointed out that the government controls the companies and that when they cancelled deliveries the companies use the excuse that the government had withdrawn export incenses for the deliveries.
