Israel will propose carving out “Palestinian quarters” in Jerusalem under Israeli sovereignty when peace talks resume in Stockholm, the Israeli daily Ha’aretz reported. The proposal would include the creation of an umbrella municipality, headed by a Jewish mayor, with Arab and Jewish deputy mayors responsible for their respective populations.
