Israeli and Arab officials gathered in Madrid to mark a peace conference held there 15 years ago. The second Madrid Conference began Thursday with representatives from Israel, Syria, Lebanon, Saudi Arabia, the Palestinian Authority, Egypt and Jordan. No breakthroughs were expected.
