Israeli and Palestinian security commanders met in the first sign of cooperation since the two sides agreed to a cease-fire. Soon after, Israel reopened international borders to Palestinians as part of an agreement reached a day earlier at the Sharm el-Sheik peace summit, an Israeli spokesman said.
