Israeli drivers got a break from the High Court of Justice, which ruled that motorists would not have to pay for parking tickets issued before 1995. The court ruled that it was too late for the municipality of Tel Aviv to collect fines from a man who had been issued 154 tickets between 1989 and 1997. The court accepted the man’s argument that he should not be forced to pay accumulated fines of some $8,400 because a three-year statute of limitations applied to the parking offenses.
