Israeli Finance Minister Silvan Shalom warned of budget difficulties if Israel does not receive $800 million in special aid from the United States, according to the Israeli financial newspaper Globes. President Clinton had promised the special aid, mostly to cover costs Israel incurred in its withdrawal from Lebanon last year, but the Bush administration has no current plans to release the money.
