Israeli helicopters and jets struck targets Tuesday in the West Bank and Gaza Strip. During the second day of such strikes, which came in response to a weekend of Palestinian terror, Israel hit targets in the West Bank city of Ramallah some 50 yards from the offices of Palestinian Authority President Yasser Arafat. Israel said it was not targeting Arafat, and Palestinian officials said he was not hurt.
