Israeli Prime Minister Ehud Barak and Palestinian Authority Chairman Yasser Arafat arrived separately in Paris for talks with foreign leaders attending a meeting of Socialists and Social Democrats from 139 nations. The two leaders have not scheduled direct talks but will have the opportunity to meet on several occasions, including Tuesday, when they follow one another in addressing the Socialist International.
