Political circles here, reacting to United States Sen. J.W. Fulbright’s personal Middle East peace initiative, said last night that “There must first be a peace settlement with secure and agreed borders–then only can we talk about an Israeli withdrawal (from occupied Arab territories).” Mr. Fulbright called over the weekend for Israeli acceptance of “a peace settlement providing for Israeli withdrawal from the occupied territories and for a just settlement of the refugee problem.” Regarding Sen. Fulbright’s proposal for an American guarantee of Israel’s security, the political circles said that “Once a peace settlement is achieved Israel will of course welcome any additional international guarantee for her security, but such a guarantee can never be in lieu of a peace settlement.”
